Costs of humboldiating development and technology transfers

2 billion EUR annualy for education?

At first sight, the projected costs of the realisation of this project may appear alarming. An animator in a Knowledge Centre in India, for example, would cost 5.000 EUR annually, including, however, his or her personal equipment. Basic costs for books would amount to 50.000 EUR. In order to cover the Indian sub-continent, the establishment of libraries would cost around 2.5 -3.5 billion EUR, the yearly costs around several hundred millions EUR. A rough estimate of global costs would approximately amount to 1 – 2 billion EUR annually. 

But given the realistic dimensions of costs for global climate protection and development, it becomes rather clear that the Humboldtean approach cannot be rated expensive. According to the IPCC's Fourth Assessment Report (AR-4), the costs of global climate mitigation (stabilisation at 445 ppm) would amount to 2 trillion US dollars at 2007 levels. Incremental annual costs for deployment and diffusion of climate-friendly technologies in threshold and developing countries would amount to 92 – 304,5 billion US Dollars, not taking into account technologies needed for adaptation to climate change, according to the Expert Group on Technology Transfer (EGTT).(1) The EU Commission recently estimated the costs for GHG emissions reduction (mitigation) in developing countries to amount to 66 billion US-Dollars in 2020.(2) Concerning development, it was estimated that official development assistance (ODA) for direct Millenium Development Goals (MDG) support will have to rise to 135 billion US-Dollars in 2015 if all countries are to meet the goals.(3) Taking into account that a Humboldtean „revolution“ would be a driver for development and global climate protection, it may eventually even result in reduction of the aforementioned costs. 

First step: 

Pilot Project: To initiate the project we plan to proceed by establishing a centre in Udupi region of Karnataka State in India, where The Vagdevi Education Trust has already some home base. This can be coupled with the plan of that trust to conduct a series of Education workshops in order to study and eventually establish a centre for Humanities.
